This edition reaffirms our vision and principles and sets out the refreshed ambitions.
It also includes an updated framework for action to support the continued growth of the learning culture, with actions for the Standards Council and other key stakeholders, and recommendations on how to assess progress.

It is intended to be a practical document. Whether you are a CLD practitioner, employer, learning provider, policy maker or funder, we hope that you find it useful in developing your plans for CLD professional learning and development.

This refreshed edition of Growing the Learning Culture comes at a crucial time for the whole CLD sector in Scotland. The Independent Review of CLD commissioned by the Scottish Government in 2024 offers perhaps a once in a generation opportunity to increase the recognition of the work of the sector and strengthen its role within a reformed learning system in Scotland.
The resultant report, Learning: For All. For Life recognises a need for change in response to changing and diverse populations in Scotland, which require ‘A strong and suitably professionalised CLD workforce equipped to deliver high quality outcomes for learners.’ (p11). This chimes with both ‘Growing the Learning Culture’ and with our CLD Code of Ethics and value base, which are in line with similar, more established professions such as School Teaching or Social Work.
