Across Scotland, people with learning disabilities and neurodivergent people can be amongst the most vulnerable and disadvantaged in our communities. Scottish Government are consulting on proposals for a Learning Disabilities, Autism and Neurodivergence (LDAN) Bill. Objectives for the Bill are to better respect, protect and champion the rights of these individuals and groups to deliver a fairer Scotland for everyone.
This consultation brings much needed focus to help us move towards a society where neurotypical and neurodivergent people, and people with learning disabilities, all have their needs met and their choices respected.
CLD Standards Council submitted a response report to this consultation. The report explores how the CLD profession can support the development of this proposed Scottish Government strategy, highlighting the role and benefit of the CLD profession and the impact it can have on the communities and individuals this Bill aims to support. It was compiled following consultation with members of the CLD Standards Council, partner organisations and stakeholders. We facilitated a consultation event with the LDAN policy team for our members on 26th March as well as gathering members views using an online questionnaire, dialogue with individual members, and consulting with the CLD Standards Council staff team.
The report was submitted to the Scottish Government on the 19th April 2024 on behalf of the membership. CLD Standards Council members were also notified of the Learning Disabilities, Autism and Neurodivergence Bill consultation, and encouraged to submit a full and individual response.
