1975: Adult Education- The Challenge of Change (known as The Alexander Report)

A report into adult education in Scotland. The remit of the working group was:

‘To consider the aims appropriate to voluntary leisure time courses for adults which are ·educational but not specifically vocational; to examine the extent to which these are being achieved at present; and with due . regard to the need to use available resources most effectively, to make recommendations.’

The report recommended bringing youth work and adult education together into a new Community Education service.

1998 Communities: Change through Learning (known as the Osler Report)

Report of a working group set up to provide advice on the long-term future of community education. The group’s remit was to – “To consider a national strategy for community based adult education, youth work and educational support for community development in the light of Government priorities in relation to social exclusion and lifelong learning and advise Ministers on future arrangements. …”

2004 Working and Learning Together to build stronger communities (known as “WALT)

Scottish Executive Guidance for Community Learning and Development
This guidance for Community Planning Partnerships sets out a long term framework for the promotion and development of community learning and development (CLD). Its aim is to embed the principles of community learning and development more firmly within key Scottish Executive priorities such as the improvement of public services, community regeneration, social inclusion, life long learning, the forthcoming national youth work strategy and active citizenship.

This guidance was produced following discussion with a range of key stakeholders, including consultation on Working Draft Guidance prepared in liaison with the Scottish Executive and Convention of Scottish Local Authorities (COSLA) CLD Group.

2024 Learning: For All. For Life. A report from the Independent Review of Community Learning and Development (known as the Still Report)

On 17 July 2024, Mr Graeme Dey MSP, Minister for Further and Higher Education and Veterans announced that a report on improving Community Learning and Development had been published. Ms Kate Still was appointed in December 2023 to undertake the Independent Review of CLD and Ministers will consider and formally respond to the recommendations in due course.
