Learning and Development NOS review 2021

Background

CLD Standards Council Scotland has been granted a contract from Skills Development Scotland to carry out a review of the Learning and Development National Occupational Standards (NOS) which were last reviewed in 2010. As these standards are applicable across the United Kingdom, we are working with a range of national and local organisations from Scotland, England, Northern Ireland and Wales during the revision process.

National Occupational Standards (NOS) specify the standard of performance an individual must achieve when carrying out a function in the workplace, together with the knowledge and understanding they need to meet that standard consistently. Essentially NOS are benchmarks of good practice. Each NOS defines one key function in a job role.

A Functional Map is the main tool used to develop NOS. Functions are the main activities a person is expected to do as part of their job. It consists of 3 stages:

1. The key purpose of the sector, occupation or role
2. Identify the main functions by asking ‘What needs to happen to achieve the Key Purpose?’
3. Identify possible NOS by asking ‘What needs to happen to achieve each main function?’

Following consultation with focus groups from each of the 4 UK nations, the Functional Map for Learning and Development has been updated. The entire NOS Suite from the last review in 2010 is also available below.
